Copyrighted software and its product: the idea and output are not copyrightedt?

Country: USA I would like to know if I can use government released documents, organize them in a meaningful way, use Google apps/technology (e.g. Google Web Engine / Google Documents List Data API) to present them, and then charge access to the site/use of the application. More specifically: The State government has released a “package” of documents (say between 500 and 1000) in the form of an ISO file.

Background Investigation and Hard Credit Inquiry
I have new job and I recently got a credit alert that a hard inquiry had been made against my credit report. It was by "OPM" which is the people in the government who do the background investigations. I knew they had to check my credit, but why a hard inquiry, and will this hurt my score (which is really REALLY high)?

Affidavit of Support
I was just curious if anyone knew about the Affidavit of Support regarding immigration. My brother in law who has lived in the states since he was a baby asked if I could help him get his citizenship by filling out an I864 Affidavit of Support. The sponsorship is to show that he will not be a burden or rely on the government while here in the states. Does anybody know if this will affect my credit score? Thanks in advance.
