Government works, individual works, copyright: fair use and ability to charge fee.
State: NC (but believe it could be any state, since government issue?) Country: USA I would like to know if I can use government released documents, organize them in a meaningful way, use Google apps/technology (e.g. Google Web Engine / Google Documents List Data API) to present them, and then charge access to the site/use of the application. More specifically: The State government has released a “package” of documents (say between 500 and 1000) in the form of an ISO file.

Is there anything I can still do?
At the time this happened, I never made a complaint and should have...mostly a combination of severe depression, anger, and not fully understanding the laws. Basically, back in 2003, I worked as a police dispatcher and had numerous pain-related problems for some time. I was also developing memory problems and other problems from undiagnosed fibromyalgia.

Background Investigation and Hard Credit Inquiry
I have new job and I recently got a credit alert that a hard inquiry had been made against my credit report. It was by "OPM" which is the people in the government who do the background investigations. I knew they had to check my credit, but why a hard inquiry, and will this hurt my score (which is really REALLY high)?
