Need to know if someone can be subpoenaed for their blood for medical researching. Someone i know is saying that because of their rare blood type that they have been subpoenaed for their blood for HIV research. Is this possible

Auto Vehicle Sales Tax

My medical expeses are over $5000. Who should pay for my medical bills?
I got hit by a car few weeks ago. Unfortunately the car didn't have an insurance. My personal injury limit is $3000 and my medical expenses are beyond that.
