Considering a 2nd CC, just got 1 after long dormancy

(this seemed more 'general credit' than 'rebuilding', hope I was right!)   I've done some reading around the forums, I'm still not sure what to do in my situation. I had credit issues years ago, mostly with irresponsible use of CCs in my early/mid 20s (I'm 38 now)

Credit Score Tracker by Discover

Discover provides a credit score and report in conjunction with Experion.  I am well aware that the score is not a FICO score.  I think it's worth it (8.95 per month I believe) because I can get an idea of where my Experion FICO score is heading (up or down) simply by following my Discover Credit Score Tracker.  What do you think?

Hard Pulls vs. Soft Pulls

Amex requires a soft pull for a CLI.  Discover requires a hard pull for a CLI.  What do some other banks require - Chase, Capital One, Citi, PenFed, etc.?

Unrecognized Inquiry – Universal Credit Services

In browsing my ScoreWatch alerts for the past several months, I happened to notice that on the same day as my Discover hard inquiry for my CLI, another alert had come in from Universal Credit Services.

Which Duck Do I Put First?

Where to begin....I have a judgment on my CR from an unpaid Discover account.  There is a lien on my home for it.  I'm trying to figure out what my next step is to achieve my goals which are:   -Sell current home -Use money from sale to pay off judgment -Transfer land into my name from stepmother's (father passed away) -Get prequalified for a construction loan (FICO score 645...not great).  My credit history is very good other than this judgment. -Sign a contract to purchase new modular home before the 2011 PA Sprinkler System law goes into effect (this is where I feel under the gun).  One builder told us because we would have a well, the cost would be $20K to install this mandated sprinkler!   What do I do first?  My head is spinning.  I feel under a great deal of pressure after learning about this sprinkler system!  If I wait until 2011 to get under contract, that means an extra $114/mo for 30 years to pay for a sprinkler.  That is going to lower our approved purchase price.  The builder told us as long as we get "under contract" in 2010, that is if I can get a mortgage in the first place, it doesn't  matter about the timeframe of selling our home.  They can wait 6 months, etc.    I'd like to get the land into my name because I was told that allows it to grow equity.  I'm afraid to do that because of a lien put on that as well.  What exactly happens if there is a lien?  Would they come in and immediately take my land??   I'd like to pay off the judgment first but I don't have the $$

Lien on House, if land acquired can same lien go on that too?

I have a lien on my house because of an unpaid Discover card.  I want to know if that same judgement/debt can be placed on a piece of land?  I want to pay off the judgement as soon as I can, but I also want to get the land into my name to allow it to "season" (grow equity).

Discover has discovered a loophole in the new credit card law

Fact 1.  I have always paid Discover before the statement drops. Fact 2.  In March, I opted for a Balance Transfer of 0% for one year amt. $4,700)
