Mortgage Finance Experts: How will the market affect homeowners who will be refinancing next year?

My parents bought the house 4 years ago at a rate of 4%, which is due to change next year when their loan rates. With the strengthening of the market and stricter lending again, which will be required to produce the result, are concerned about the refinancing was in Serbian for them. It’s about how the Wall Street geniuses were allowed by the GOP Congress under Clinton to wreck our economy thru the securitization of mortgage loans into AAA rated bonds.
The SEC under Bush was absent or was told to be absent by the Republicans (remember Bernie Madoff)
No where is Barney Frank mentioned. What role if any did he play?

estate closing and release agreement issue
Executor will not send bonds owed to me from an estate (everyone else in family got theirs 2 years ago). She wants me to sign a release estate agreement (which all benefactors received) now before sending the bonds.

I have a buddy who was arrested on 2-14-10 and was held on a failure to appear for child-support and was sentenced to 30 days. On 3-14 he called and informed me that they had found some additional charges and set the bond for $2100.
